As you know, the Treasury Department recently released proposed
regulations dealing with the partnership allocation rules of Code Section
704(c) and the mark-to-market requirements of Code Section 475. (See
Institute Memoranda to Accounting/ Treasurers Members No. 3-94 and Tax Members
No. 2-94, dated January 7, 1994, and to Accounting/Treasurers Members No. 2-94
and Tax Members No. 1-94, dated January 11, 1994.)
Written comments on the mark-to-market regulations are due February 28,
1994, with a hearing on the regulations scheduled for April 12, 1994.
Comments on the allocation rules are due March 14, 1994 with a hearing
scheduled for April 4, 1994.
Meetings of interested members of the Accounting/Treasurers and Tax
Committees have been scheduled for Tuesday, February 1, 1994, (the day before
the next Tax Committee meeting) to discuss the proposed regulations and
attempt to develop industry comments. The meetings will be held at the Hotel
Washington, Pennsylvania Avenue at 15th Street, N.W., Washington D.C. 20004.
A luncheon will be served between the two meetings. The discussion of the
partnership allocation regulations will begin at 10:00 a.m. The meeting to
discuss the mark-to-market rules will begin at approximately 2:00 p.m.
A block of rooms has been reserved at the Hotel Washington. Please call
1-800-424-9540, as soon as possible, if you wish to make a reservation. The
cut-off date for the preferred room rate of $120.00 is January 18, 1994.
To assist us in obtaining an accurate registration of attendees please
indicate on the attached form if you plan to attend the meetings and luncheon.
