RE: TRANSITIONAL RULES FOR NONDISCRIMINATION REGULATIONS

Attached is a copy of IRS Notice 91-38, which provides for
certain transitional rules for the recently finalized
nondiscrimination regulations, which become effective for plan
years beginning on or after January 1, 1992. (See Institute
Memorandum to Pension Committee No. 26-91, dated September 19,
1991.) The transitional relief has been granted in recognition
of the need of plan sponsors for adequate time to review their
plans and select among design alternatives between the first day
of the 1992 plan year and the plan amendment deadline of the last
day of the 1992 plan year.
