Recently, the Treasury Department and the Internal Revenue Service released guidance on
Roth IRA issues in proposed regulations and in Notice 98-49.1 The proposed regulations address
various issues related to Roth IRAs, including establishment of a Roth IRA, contributions, Roth IRA
conversions, recharacterization elections, distributions and reporting issues. Notice 98-49 addresses
model form issues, IRA reporting requirements and other recent changes to IRAs. Comments on
the proposed regulations are due by December 2, 1998 and a hearing on the proposed regulations is
scheduled for December 10, 1998. In addition, Treasury and the Service request comments on
Notice 98-49.
The Institute intends to submit comments on the proposed regulations and on Notice 98-49.
A conference call has been scheduled for 4:00 p.m. EDT on Monday September 28, 1998 to discuss
issues Roth IRA issues to be included in the Institute comment letter. If you plan to participate in
