RE: REQUEST FOR VIEWS ON CIRCUIT BREAKERS

The Securities and Exchange Commission has requested that the Institute provide its
views on the New York Stock Exchange’s circuit breaker procedures, which were triggered last
Monday. Accordingly, we are requesting that members of the Institute’s Board of Governors
fill out the attached survey and return it to us by no later than Wednesday, November 12.
