RE: REQUEST TO PROVIDE TRAINING IN RUSSIA

Attached is a letter describing a pilot program of the Russian Federation Commission on
Securities and Capital Markets to create nine unit investment trusts under the Commission s supervision
and regulation and develop a training program for unit investment trust personnel. Burson-Marsteller,
which is assisting the Commission under a contract with the United States Agency for International
Development, is looking for persons who would be willing to help teach a three-day seminar in Moscow
covering matters such as disclosure, mutual fund operations, advertising rules and performance
measurements, with reference to the US regulatory framework. Expenses likely will be covered by US
AID.
