April 12, 2019 TO: Equity Markets Advisory Committee
Fixed-Income Advisory Committee RE: FINRA to Present Proposed TRACE Block Trade Pilot Program on April 15; Member Call Scheduled on April 24

As previously reported, the SEC Fixed Income Market Structure Advisory Committee will meet on Monday, April 15.[1] The agenda for the meeting includes a 45 minute presentation by FINRA on, among other things, its proposal to change the TRACE rules governing public dissemination of block trade data for corporate bond transactions. The meeting will be open to the public and broadcast live on the SEC’s website. We expect FINRA to release this proposal on its website sometime before Monday’s meeting or soon thereafter.

We expect that members may hold differing views on the merits of the proposed pilot. Accordingly, we have scheduled a member call to discuss the proposal on Wednesday, April 24, at 12:30 pm (Eastern). Please contact Monique Curtis at monique.curtis@ici.org to receive dial-in information for the call.

We look forward to speaking with you on the 24th.
