Pension Operations Advisory Committee SUBJECTS: Pension RE: ICI Recommendations for 2018-2019 Treasury/IRS Priority Guidance Plan - Retirement Plan Items

 

The ICI submitted the attached letter, requesting that the Treasury Department and Internal Revenue Service include in their 2018-2019 Priority Guidance Plan guidance on certain issues concerning retirement security. The ICI submitted a separate letter with recommendations concerning regulated investment companies and their shareholders.

The letter asks for guidance relating to the following matters:

  • Final regulations under Code section 411(a)(11);
  • Modifications to the Employee Plans Compliance Resolution System;
  • Guidance implementing changes to hardship distribution rules under the Bipartisan Budget Act of 2018;
  • 403(b) plan termination; and
  • Application of the one-per-year limit on IRA rollovers.
