RE: STAMP/SEMP PROGRAM UPDATE
STAMP Inc. and Kemark Financial Services have issued the attached STAMP/SEMP
Program Update document at the request of the Transfer Agent Advisory Committee. The
document provides updated information on the STAMP and SEMP Medallion Signature
Guarantee Programs. It also introduces a number of future program concepts including the
Paperless Legals Project and the Securities Specific Power of Attorney.
A task force of the TAAC, led by Jeff Rutowski of Integrated, reviewed the STAMP
Program Summary document that was originally distributed by the ICI in 1998 and provided
comments, questions and suggestions to STAMP for consideration along with a request that
STAMP update the Program Summary document. Most of the questions raised by the task force
are addressed in the attached STAMP/SEMP Program Update. Any questions that remain
unanswered will be addressed separately in a letter of clarification from STAMP.
I am sure you will all join me in thanking the task force and Jeff Rutowski for their
efforts, which led to improved information on the Medallion Signature Guarantee Programs.
