SEC ANNOUNCEMENT OF RESCHEDULED MUNICIPAL ROUNDTABLE ON NOVEMBER 14, 2001; MARTHA HAINES LETTER TO ISSUERS AND BORROWERS

[14074] October 19, 2001 TO: FIXED-INCOME ADVISORY COMMITTEE No. 15-01 RE: SEC ANNOUNCEMENT OF RESCHEDULED MUNICIPAL ROUNDTABLE ON NOVEMBER 14, 2001; MARTHA HAINES LETTER TO ISSUERS AND BORROWERS The Securities and Exchange Commission’s Office of Municipal Securities has recently announced that it has rescheduled its Third Annual Municipal Market Roundtable. The rescheduled meeting is scheduled for November 14, 2001, and will take place in New York City at the Association of the Bar of the City of New York, located on 42 West 44th Street. As you may recall, the meeting had originally been scheduled for October 18th, but was rescheduled due to the tragic events of September 11th. As noted in the attached announcement, the agenda will cover two topics. The first topic will consist of a discussion of the benefits and deficiencies of the method for the collection and dissemination of secondary market information about municipal securities established by Rule 15c2-12 under the Securities Exchange Act of 1934. The second topic will consist of a discussion on how the collection and dissemination of secondary market information regarding municipal securities might be improved in the future by changes to Rule 15c2-12. The Institute has also attached a copy of a letter from Martha Haines, Chief of the Office of Municipal Securities, to a group of organizations and associations that represent issuers and conduit borrowers of municipal bonds. The letter discusses the special role that municipal bonds and the municipal bond market will play in the aftermath of September 11th. The letter notes that in an effort to maintain confidence in the municipal securities market, issuers and borrowers should go beyond the limits of the disclosure mandated by law and voluntarily provide investors in both the primary and secondary markets with more timely and accurate material information.
