August 31, 1989 TO: INTERNATIONAL FUNDS TASK FORCE NO. 11-89 RE: 1990 NATIONAL TREATMENT STUDY __________________________________________________________ The U.S. Treasury is beginning to work on the 1990 National Treatment Study. The purpose of the Study is to report to Congress on (1) the foreign countries from which foreign financial services institutions have entered into the business of providing financial services in the U.S., (2) the kinds of financial services which are being offered, (3) the extent to which foreign countries deny national treatment to U.S. banking organizations, and (4) the efforts undertaken by the U.S. to eliminate such discrimination. The Study will focus on those countries in which there are significant denials of national treatment which impact U.S. financial firms. The Treasury has asked for the assistance of the Institute and its members in identifying those countries in which there have been significant denials of national treatment in foreign markets. Attached for reference is a copy of the "Summary and Conclusions" of the 1986 National Treatment Study Update. The 1990 National Treatment Study will be on the agenda for the September 12 meeting of the task force. Amy B. Rosenblum Assistant General Counsel Attachment
