MEETING SCHEDULED TO DISCUSS E-SIGN LEGISLATION/POTENTIAL PENSION LEGISLATION

[12730] October 10, 2000 TO: PENSION COMMITTEE No. 76-00 PENSION OPERATIONS ADVISORY COMMITTEE No. 72-00 RE: MEETING SCHEDULED TO DISCUSS E-SIGN LEGISLATION/POTENTIAL PENSION LEGISLATION We have scheduled a meeting for November 1st to follow up on our discussion of electronic signatures legislation at the October 3rd Pension Committee meeting. At the October 3rd meeting, with the assistance of outside counsel, we discussed the basic framework of the Electronic Signatures in Global and National Commerce Act (“E-SIGN”) and identified some of the difficulties in determining its effect on the current, statutory and regulatory signature, writing, notice, consent and disclosure requirements applicable to qualified plans and IRAs. The goal of this meeting is to assist the Institute in prioritizing member concerns in preparation for discussions with Treasury and IRS officials. The meeting is scheduled from 10:00 a.m. to 1 p.m. Lunch will be served. Additionally, there is a significant possibility that H.R. 1102, the Portman-Cardin pension reform bill, will be enacted by November 1. If the bill is enacted, we will use the afternoon (approximately 1 p.m. to 3 p.m.) for an informal discussion of the bill.
