RE: CONFERENCE CALL ON IRS/DOL TECHNOLOGY PROPOSALS

As you were previously informed, both the Internal Revenue Service a Department of
Labor1 have issued proposed regulations addressing the use of "paperless technologies" for
retirement plan administration. Specifically, the Service has issued proposed rules that would
permit the electronic delivery and receipt of notices, consents and elections under Code sections
411(a)(11), 402(f), and 3405. The Department’s proposal addresses the delivery of disclosure
materials, such as SPDs, and record retention.
The Institute intends to file comment letters, which are due to the Service by March 18,
1999 and to the Department by March 29, 1999. We have scheduled a conference call on
Thursday, February 18 at 11 am EST to identify issues arising from the proposals.
