RE: TAX COMMITTEE MEETINGS ON FEBRUARY 9 AND 10

This memorandum discusses the upcoming meetings of the Tax Committee on February 9 and
10, 1999. Preliminary agendas for both meetings are attached.
These meetings will be held in the Institute’s David Silver Conference Room, on the 12th Floor
of our offices at 1401 H Street, NW, Washington DC 20005. If you plan to attend any of these

February 9 Meeting on Nonresident Alien Withholding Issues
As you know,1 members of the Tax Committee, Operations Committee, Transfer Agent
Advisory Committee and Bank and Trust Advisory Committee will meet on February 9 at 1:00 p.m. to
discuss the final nonresident alien withholding regulations, their impact on funds and the transition rules
announced in IRS Notice 98-16 for the new Form W-8 withholding certificates.2 Lunch will be available
beginning at noon on the 9th. We will distribute next week a detailed memorandum regarding the issues
that will be covered at the meeting.
February 9 Dinner
As in the past, a dinner for interested Tax Committee members and/or their alternates will be
scheduled for the evening before the Tax Committee meeting. Details regarding the February 9 Tax
Committee dinner (the cost of which will be divided between those attending) will be distributed soon.
February 10 Tax Committee Meeting
The February 10 Tax Committee meeting will begin at 10:00 a.m. If you have any questions
